In order to strengthen the safety supervision of road passenger transportation, especially long-distance sleeper buses, in accordance with the relevant requirements of the Safety Production Law, on July 24th, the Ministry of Transport, in conjunction with the Ministry of Public Security, the State Administration of Work Safety, and the Ministry of Industry and Information Technology, issued a notice on strengthening the dynamic supervision of road transport vehicles, requiring sleeper buses to be equipped with on-board video monitoring devices. The direct reason for the issuance of this policy was the Beijing Zhuhai Expressway traffic accident on July 22nd. The main purpose is to further prevent the occurrence of accidents, prioritize pre control, and further strengthen the sense of responsibility of enterprises as safety management entities. In fact, before the Ministry of Transport issued this policy, it was proposed to require buses to be equipped with video surveillance systems. However, during the implementation process, many enterprises did not pay attention to this in order to save money. It was not until the occurrence of the Beijing Zhuhai Expressway accident that the Ministry of Transportation made a painful decision to rectify safety issues in transportation.
The promulgation of this policy is definitely good news for security enterprises. Transportation vehicles have always been a potential large market for monitoring systems. An industry insider believes that due to cost and other reasons, the installation and usage rate in vehicles has not been high for a long time. But the mandatory installation regulations of the Ministry of Transportation will further ignite this huge market.
A complete set of vehicle video monitoring system is composed of GPS positioning system and vehicle video monitoring system. The GPS positioning system enables the monitoring center to monitor the speed and direction of vehicles at any time, recording their departure time, parking time, running route, mileage, etc. Once abnormal situations occur during the vehicle's operation, the monitoring center can promptly receive information and provide reminders to the vehicle. The GPS positioning system can monitor the driving status of vehicles to a certain extent, but it cannot reflect the internal situation of the vehicle, which requires an on-board video monitoring system. This system transmits video images collected by built-in GPS positioning and front-end cameras to the nearest GPRS and 3G wireless network. It is convenient to access the central management server through the Internet, obtain first-hand real-time vehicle location and video image information from the PC client, and can have voice intercom with any scheduled vehicle. The Notice on Strengthening the Dynamic Supervision of Road Transport Vehicles issued by the Ministry of Transport on July 24th stipulates that all new passenger vehicles must be equipped with on-board GPS systems before August 1st, and existing vehicles must also complete the installation of GPS systems before December 31st. At present, specific requirements have been made for the installation time of the bus GPS positioning system, but no specific implementation plan has been introduced for the vehicle video monitoring system.
